Company people are fool!! they know what is going on in Interview, thats why they are more interested in UIPS PUnjab University then NIPER. I take salary for my work and i can not be unfair to my students future. You understand my perspective, if i work 20 years in NIPER and none of my students get job still my salary will be the same, then why i am taking so much of pain? NIPER post-graduate students on hunger strike

THE TIMES OF INDIA AHMEDABAD: About 20 post-graduate students of National Institute of Pharmaceutical Education and Research ( NIPER) have embarked on hunger strike from Friday.The students had earlier decided to protest after they failed to evoke any response from the administration.

"A group of 20 students will go on hunger strike to press for our demands," said a student leader. The students are protesting lack of facilities on the college premises.

"We do not have a gymnasium, but the institute charges us Rs 500 per month as gymnasium fee. The authorities also do not give us complete Rs 8,000 stipend," the students said.

The students have been on the protest since the past ten days. The students have stayed away from attending class for the past ten days. Several representations were made to the college authorities for bring out a solution to the issues, but the college administration has failed to give a patient hearing. The students demanded that the institute should stop charging the gymnasium fee and also give full stipend to the students.

20 pharmacy students at NIPER to sit on fast today

About 20 agitating pharmacy students from NIPER institute have decided to go on a hunger strike starting Friday to press their demands that include better campus infrastructure, better faculty to student ratio, among others.
According to students, they had discussed these issues with Raja Sekhar Vundru, a joint secretary in the department of pharmaceuticals, Union ministry of chemicals and fertilizers, but nothing happened. “He told us on phone he would be here with a technical team on October 3. But since he has not yet addressed our issues, we have no option than going on a hunger strike. The number of students going on hunger strike will increase if our demands are not met,” said a student.

The institute of national importance suffered lack of basic amenities like electricity failure for continuous 25 days, lack of hygienic  drinking water and sanitation in the centre. The issues like issues regarding permanent campus and director, constitution of Board of governors, lack of qualified faculty, unjustified stipend cuts, non utilisation of “Sports and gym fees”, had troubled the students continuously for the last five years.  Repeated appeals regarding above issues to the concerned authorities fell on deaf ears. That instigated the boycott of the academic schedule by the M.S Pharm students on 18 th September 2012.


The non-violent protest meant to make the authorities aware of the grievances of the students did not show any results until the second consecutive day of the boycott which had the presence of prestigious media houses both from the print media as well as electronic media like Times of India, Indian Express, Ahmedabad Mirror, Divya Bhaskar, TV 9, ETV Gujarati, VTV.

The third day of the protest also went unheard. The irresponsible answers to the Ahmedabad Mirror from the hon’ble project director, Dr. Neeta Shrivastava, that the only concern of the institute was the academics, raised questions about the seriousness of the authorities regarding the addressal of the genuine demands of the students. The college management on its part had tried to suppress the voice by various tactics without any assurance of addressing the concerns of the students. However students maintained a united front against the injustice.

After 84 hours of endurance, the authority still remained unresponsive and never found it apt to come for the open discussion and understand the students’ grievances in person. In the very second formal letter from the institute, the authority declared as the last and final reply and denied further communication. In order to make the deaf authorities aware of our plight, the students were forced to sit non-violently in the scorching sun. Because of the slow response from the authorities, the students barred the passage of the institute with the only intention to make the Hon’ble project director answer to the students’ genuine demands. To this the authority answered by promising to call officials from the Ministry of Department of Pharmaceuticals (DoP).  

On 22 nd Sept, 2012 at 10:30 am the meeting  between MS pharm students and Mr. S. C. Sharma (Director, DoP) started . The officer was briefed on each of the students’ demands.The official was completely unaware of the problems plaguing NIPER, Ahmedabad from past five years. The students took the officer to have a look at the facilities provided by the   mentor institute. The  college authorities straight away denied to solve   the demands. In the presence of the higher authorities the project director and director of the mentor institute  declared to close National Institute of Pharmaceutical Education and Research (NIPER)-Ahmedabad indefinitely. As on today, 28th September 2012 the students await the reply from the DoP and there is still an uncertainty over the  future of the students.

I guess this blog is the only reason many of us know how corrupt the NIPER's system is. This blog is not different from Anna Hazare's campaign against corruption. His campaign is not defaming India and similarly this blog not defaming NIPER. It is against the corrupt administrators of NIPER.

The reputation of NIPER is due to the impression we (alumni) make on our future employers. If NIPER continues to run like the way it had been run in last decade, I won't be surprised if all of the experienced professors leave it one day. 

To name a few, just think how different Dept of Pharmaceutics would have been had Dr Ramesh Panchagnula stayed in NIPER till now. After he left the national bioavailability center hasn't been used even once. 

Same is the case with Dr Ravi Kumar, but lets not go in all those details. The point is, somehow those who think independently and are ambitious are suppressed in NIPER. This has to change someday, and I think this blog is a good beginning in that direction.

The fear of new faculty not joining NIPER is true, but it is better for those good souls not to join NIPER rather than leaving it mid-way through their carriers. 

I hope you know why Dr Sakhlani left NIPER. He was in Natural products dept and Dr Bhutani was the HOD, join the dots..

If any of the accusations made by Dr Nilanjan Roy were not true, I don't think this blog would have survived so long. NIPER would have taken some disciplinary action including court order to stop him from posting or atleast a defamation case by NIPER, what we see instead is routine visits of NIPER by CBI..

Lets hope this is just a small turbulence in NIPER's history, but eventually leads to a strong dedicated NIPER administration which can bring back its glory..

Charter of demands for which NIPER students are on strike



1)     Lack of Permanent Placement cell and Placement Officers: Placement activity is a year long process which requires experienced personnel to effectively communicate, maintain contacts and relationship with the company to persuade them to visit our Institute. NIPER-Ahmedabad still lack a permanent cell and the activity of Placement rest on Students and acting placement in-charge. A Placement Cell with qualified personnel is highly essential for effective placement activity.

2)     Present Inadequate Facilities:
·       Poorly Maintained labs: Most of the labs particularly those in the basement i.e. the Pharmaceutics lab, Microbiology lab, Pharmacology lab etc is in unhealthy conditions. The Labs are poorly ventilated, infested with mosquitoes since the area outside the lab are not cleaned. There is need to place Exhaust fans and take necessary action to keep the area cleaned and do necessary pest control.
·       Water Problems: In the entire campus there is not sufficient water purifier. The One which is present is not cleaned regularly. Many a times we have noticed the drinking water being dirty. Thereby we would like to have another being installed in front of library. The water purifier should be regularly cleaned.
·       Handling of Instrument: At B.Pharm level we were allowed to handle instruments in presence of Masters Student. Now being Master students still we are not given chance to handle the instruments independently. We have to depend on availabilityof PhD scholars for our work.

3)      Transportation: Till last year transportation facility was provided for girls from hostel to college and back, however the facility has been withdrawn this year because of which they have to face problems as its difficult to get a vehicle in morning. Though the problem has been addressed to Student welfare officer no action has been taken in last two months.

4)     Holidays: The attendance on Saturday should not be made mandatory and those who wishto work should be allowed to do so. We don’t object for guest lecture being arranged on Saturdays but we should be allowed to leave after the lecture. We also wish to get national holidays.

5)     Canteen food is not as per the required quality and quantity: Regarding canteen food numbers of applications has already been given but none of them have been properly responded. To date canteen food remains to be specify the reason behind the compulsion made to juniors for having dinner from a specific provider only.

6)     Misrepresentation of information on NIPER Ahmedabad official website and official publication of institute: The website of NIPER-Ahmedabad is not updated periodically. The Brochure shows NIPER being named along with PERD but its not been placed in reality even after 5 years.

7)     There is an urgent need for conducive environment, a healthy atmosphere for student to learn and grow and better communication and understanding between different departments.

NIPER shuts down indefinitely

Students broke down while recounting their plight to the representative of Union ministry of chemicals and fertilisers, who promised to address their grievances

Students of National Institute of Pharmaceutical Education and Research (NIPER) were left in tears after the institute announced an indefinite shutdown. According to sources, the institute’s Project Director Neeta Shrivastav had a showdown with Subhash C Sharma, a representative of department of pharmacy, ministry of chemicals & fertilisers, who visited the NIPER campus on Saturday to verify students’ claims regarding lack of proper facilities. 

“Sharma found some of the institute rules unacceptable and conveyed the same to Shrivastav. This led to an argument. Following this, Shrivastav along with Pharmaceutical Education and Research Development (PERD) Centre Director Manish Nivsarkar announced that the institute will remain shut till students agreed to join classes on the institute’s terms. Or, she asked the students to join classes only after the ministry had addressed all their problems,” said sources. The institute is being run from the PERD Centre since 2007. Sharma, deputy secretary of Department of Pharmacy, had visited the institute after the post-graduate students wrote to the ministry regarding poor sanitation and drinking water facilities and frequent power outages at the institute. 

Sharma met the students, Shrivastav, assistant director of B V Patel PERD Centre and faculty members. “During the four-hour discussion, students put forward their demands to Sharma. They claimed their demands were being ignored by the institute’s authorities.” Moreover, students demanded the appointment of a permanent director for the institute as well as setting up of proper placement cell and appointment of placement officer. Addressing the students Sharma said, “Your basic demand for proper sanitation, electricity and drinking water facilities has been met. This is the first time that we have received a letter from students of one of the NIPER institutes. 

A permanent director for the institute will be appointed within 10 days.” He also promised a placement cell with a placement officer and regular update of the institute’s website. However, the students were not appeased. They also told Sharma regarding a cut in stipend for even a five-minute delay. “We get a monthly stipend of Rs 8,000 which comes to approx Rs 260 per day. But if we are late by even five minutes in class, sometimes Rs 600 is cut,” students complained. 

To this, Shrivastav responded that it was a disciplinary rule of NIPER- Ahmedabad. Students pointed out that, “For everything else, we are asked to follow NIPER-Mohali. So why does Ahmedabad institute have a separate rule regarding stipends? Also, we pay fee for gym and sports facilities. However, we don’t get either of these facilities here.” Sharma advised the student to make a representation to the ministry regarding the fee issue. 

Shrivastav and Sharma had an argument after the latter questioned the institute’s policy to deny students an off on Saturday and public holidays. “Sharma pointed out that NIPER rules stated that students should be given an off on Saturday and public holidays. However, Shrivastav argued that NIPER Ahmedabad followed PERD Centre’s rules as they had signed a MoU with the centre. This angered Sharma,” sources said.

An annoyed Sharma left for Delhi in the evening. Following his departure, Shrivastav announced that the institute will remain closed till students agreed to drop their demands. Meanwhile, according to sources, secretary of Department of Pharmacy will visit the institute on Monday. Students have vowed to go on a non-violent strike from Monday till their demands are met.

NIPER students protest lack of facilities

Students of National Institute of Pharmaceutical Education and Research (NIPER) are up in the arms against the institute’s administration for poor sanitation and drinking water facilities and frequent power outages.

The institute is being run from the PERD Centre since 2007. For the past 20 days, there has been no electricity at the institute, say postgraduate students who are on an indefinite strike. They say they will continue the protest till their demands are met.  

However, the institute authorities have made it very clear that they are only interested in academics at this point of time. “We have come here after clearing two entrance exams. For a pharmacy student, getting admission into NIPER is equivalent to getting admission into IIM or IIT. We have students from across the country studying here. But look at the facilities we get,” said Dipen Patel, a second year student. 

The students have submitted their grievances in writing to the administration. But even on the second day of the strike on Wednesday, there was no response from the institute. Harsh Shah, a first year student, said, “We do not even have professors to teach us. We depend on PhD students to handle the apparatus as we are not allowed to use them on our own.” 

 As if the existing problems were not enough, even a five-minute delay in arriving in the classroom would mean a cut in the stipend, complain students. “We get a monthly stipend of Rs 8,000 which comes to approx Rs 260 per day. National Institute of Pharmaceutical Education and Research (NIPER) students continue their strike on second day against the college administration demanding better infrastructure.
Around 100 students from six branches of the institute wrote to the college administration highlighting their demands like a full-time project director for the institute and proper lab facilities for the them. After getting no response to their two letters from the administration, they went on strike during work hours, a student said.
“Our demands include the appointment of a full-time project director, who hails from the Pharmacy background rather than the temporary director we have now. We also need proper lab facilities for our better professional life ahead,” a second year PG student of the institute said.

Administrative Allegations: Director NIPER failed to answer in Requisition Meeting on 21st July, 2012.



On March 30 2012 DR. JANARDHAN WAGHMARE asked Minister of CHEMICALS AND FERTILIZERS whether serious allegations of corruption has been made on the website Blog “Biped against Corruption” on the financial and management lapses at National Institute of Pharmaceutical Education and Research (NIPER), Mohali and what action Govt. taken about it. Purebred by the issue, four members of BOG called a requisitioned meeting under the clause 3.1.3 (b) on 28th May, citing the Rajya Sabha question No 1912 and mentioning breakdown of system and procedure at NIPER Mohali. 25 plus specific questions of BOG members related to Financial and Administrative lapses of officiating director K. K. Bhutani were submitted to the Chairman BOG well in advance.However instead of answering the question  officiating director K. K. Bhutani submitted six pages of emotional fib. The only defense he could put up "three tented faculty members defaming NIPER globally.

Dear Dr. Katoch,

I am in receipt of your letter no. Secy(DHR)/BoG/NIPER/2012 dated 21.06.2012 informing the postponement of the Requisition Meeting under para 3.1.3(b) of the NIPER Statute requested on  28th May 2012.  I can understand that due to pre-occupation, the Requisition Meeting is scheduled to be postponed and the new date fixed is 21st  July, 2012.

The essence of requisition is not fulfilled as per the Act in case of delay and the purpose of extra ordinary meeting is lost.  In continuation of my earlier letter dated 17.05.2012. I further emphasize that both writer of the blog should be called in the meeting to present and authenticate the articles published in the blog. Moreover both writer of the blog and responsible persons of Niper administration should be asked to make/reply to charges backed by affidavit along with pre- resignation letters, if any statement is found false, so that the exercise of the BOG becomes an authentic document for the disposal by the Board maintaining neutrality and objectivity.

Please ensure that the background papers, along with certified supporting documents by NIPER Administration are made available to the BOG Members at least seven days in advance before the schedule of Meeting on 21st July, 2012.

1.     NIPER BOG has statutory powers to adjudicate upon grievances of the employees of the institute under clause 3.1.2.(j) reproduced below:
“3.1.2 Functional Powers of the Board: (j) to entertain, adjudicate upon and if thought fit, to redress any grievance of the employees of the institute.”

2.     Para 19 of the judgment CIVIL APPEAL NO. 1272 OF 2011,
“Therefore, it is a settled legal proposition that no person can be appointed even on a temporary or ad hoc basis without inviting applications from all eligible candidate. If any appointment is made by merely inviting names from the Employment Exchange or putting a note on the Notice Board etc, that will not meet the requirement of Article 14 and 16 of the Constitution.  Such a course violates the mandates of Articles 14 & 16 of the Constitution of India as it deprives the candidates who are eligible for the post, from being considered.  A person employed in violation of these provisions is not entitled to any relief including salary.  For a valid and legal appointment mandatory compliance of the said Constitutional requirement is to be fulfilled.  The equality clause enshrined in Article 16 requires that every such appointment be made by an open advertisement as to enable all eligible persons to compete on merit.”,

3.     Clause no. 10 of NIPER act is the Guiding principle of teaching as reproduced bellow:
“All teaching at the institute shall be conducted by or in the name of the institute in accordance with the statutes and the Ordinance made in this behalf.”

High Court of Punjab & Haryana at Chandigarh has taken cognizance of the serious irregularities and illegalities relating to selection of a favored candidate by the Officiating Director to post of Registrar, NIPER, results of the selection committee for the same held on 9-6-2011 and issued notice of motion.  Wing Cdr PJP Singh Waraich (Retd.) does not meet the requisite qualifications of eligibility for the post of Registrar at NIPER, Mohali. Officiating Director made his selection deliberately though officiating Director was not competent authority to approve the appointment of registrar. This act of officiating Director amounts to ‘denial of opportunity’ to genuinely deserving candidates besides leading to ‘nepotism’. (angle of economics is also in rumors).

NIPER Degree awarded in fifth Convocation

Ø  NIPER Senate is supposed to be made by Board like other statutory committees
Ø  The senate recommends the degree and Board approves it.
Ø  In the 1st meeting of new Board senate formation was not discussed.
Ø  The Current Senate is made after 1st meeting of new Board and before Fifth Convocation.
Ø  As per statutory requirement Senate has no representation from humanities.
Ø  Board meeting has not commenced in between senate meeting and convocation.
Ø  Punjab and Haryana High-court will decide on the legality of constitution of Senate.

Bleak placement record of NIPER Mohali raises many question
Enhance availability of skilled man power?  The placement record appended tells a very different story. It is learnt that the following placement record raised many eyebrows in the recent BOG meeting. Corruption in NIPER is wide spread and gone beyond NIPER. CAG warning fallen into deaf ear; CAG unearthed shoddy state of education @NIPER.

Money spent on construction of many white elephants and unused facilities.  Laboratory space crunch deprive students to get hands on training for which NIPER was famous once upon a time.  In an average 30% is placed what happened to majority? Per capita expenditure is much more compared to any university (UIPS?) With this placement record do we really need more.................?

Adulterated admission, wrong degree, where is Institute of national Importance heading ??

With all established procedure and clause, NIPER S.A.S Nagar has fixed the NIPER PhD SEATS for their students (working in the projects) who do not have their category as sponsored candidate as they do not have experience of two years as per clause # 4 at page 6 of information brochure. Apart from this, I can say about the department of Pharmaceutics where NIPER has mentioned one seat and fixed/reserved three seat so that they hire their desired candidate ignoring the rules and regulation of their own examination as given below:

2. No candidate (Pharmaceutics) from other centers (Delhi, Mumbai, Hyderabad)
3. All the candidates appeared in Exam (Pharmaceutics) from NIPER have
qualified for Interview.
4. All candidates selected are in the serial of appearing candidates
list.(first 21 candidates of Pharmaceutical Sciences)
5. There is no information regarding the number of sponsor seats (What
% of seats are for sponsored candidates)
6. There is no information regarding the reserved seats for NIPER candidates

Possibilities of this
1. Either the Examinations Question paper is known to NIPER students
2. Mass cheating at the examination center.

I have just seen the news that you have resigned as Chairman, NIPER. What happened to the Banerjee inquiry Report? If a plagiarist gets away due to maladministration or a biased committee of experts, SSV will not keep quiet and will hold all involved responsible for the miscarriage of justice. I am not happy with the committee absolving Banerjee despite the blatant violation. I have sent the extra evidence also to them after the submission of the report.
It is up to Director (NIPER) and the new Chairman, Dr. Ramasami, to handle the matter.


His successor, Chairman BOG, NIPER  Dr. T. Ramasami, Secretary Covt. of India, Ministry of science and Technology wrote,
