Misappropriation of 11th Five Year Plan Funds at NIPER is likely to exceed Rs.100 crores - Part I


           Large scale financial misappropriation of about Rs. 100 crores (Rs. One Hundred Crores) of 11th  Five Year Plan (2007-2012) funds,  released to NIPER for carrying out research projects but used for non-approved purposes the truth will be disclosed in a three part here.

      Final presentations of the projects held on 18th April, 2012 at NIPER, Mohali were just an eyewash:  

Approved Schemes under 11th Five Year Plan:

Ongoing  - 22 (Rs.95 crores outlay)

New - 19 (Rs.61.89 crores outlay)


Final presentations:

Ongoing - 14 out of 22  (Rs.64.14 crores outlay; Progress of ongoing schemes, total outlay of Rs.30.86 crores, not presented)

New - 3 only out of 19 (Rs.19.68 crores outlay; Progress of new schemes total outlay of Rs. 42.21 crores not presented)

Thus, during presentations,  progress of ongoing and new schemes having total outlay of Rs.73.07 crore (Rs.30.86 + Rs.42.21 crores ), was not presented at all.

  1. This is shocking indeed! The funding was the hard-earned tax payers money, which was given to NIPER for specific projects, in larger societal interest and for national development purposes.
    Such large scale misappropriation has defeated the objectives of such projects. Money lost can be regained, but what about the time and loss of development which has taken place due to corruption at NIPER?
