How NIPER Directors made a whole department vanish at NIPER, Mohali- the full story!

Unbelievable but true! Two NIPER Directors, Dr.P.Rama Rao and Dr.K.K.Bhutani actually made a whole Department (Department of Intellectual Property Rights) Vanish, which had been sanctioned under the 11th Five Year Plan and Rs.2.25 crores released to NIPER for the same! 

Their greed killed a new department, which was yet to be born and still at conception stage. The Department was for the benefit of students and the money sanctioned by the Govt. was the hard-earned tax-payers money (parents of the students?).The  Department of Intellectual Property Rights was approved at NIPER, Mohali under the 11th Five Year Plan (2007-2012) and an amount of Rs.2.25 crores was released to NIPER for setting up the Department. However, for 3 years , Dr.Rama Rao did not inform the PI, Dr.Parikshit Bansal about approval of the project and misappropriated the money for unapproved purposes, thus defeating the objectives of the project. Dr. Bhutani continued the story and till date there is no 'Department of Intellectual Property Rights' at NIPER. In final report submitted to the monitoring committee, Dr.Bansal stated that all the approved objectives of the project failed owing to misappropriation of funds. Against a proposed manpower of four faculty and four scientists, not a single person was hired! 

Institutions are called temples of learning. They are supposed to be sacred, where corruption has no role. The academicians who manage the affairs of such institutions are supposed to be people of high integrity- above greed and corruption. What went wrong at NIPER and how? Read the full petition of the case which is now before the Punjab and Haryana High Court and notices have been issued to CBI and CVC in the matter.
