A nation is run by a collective conscience of a value system respected by at least majority of citizens. Such conscience was built during the straggle for independence, which was above the language , religion, group culture and caste system. Independence was won in an admirable way.
Now India is a divided country to its core-divided in 150 ways including the greed to become important, rich and known taking advantage of the confusion and the diversity of the country.
Under these circumstances , what is happening , from the reports, in Niper is only an example of what is happening in every sphere of life in India. This was because of certain fundamental mistakes committed during the independence movements. I do not wish to elaborate them since it is of no use now.
As far as the Niper example is concerned, there are two agencies that can take up this Issue- one that wing of Govt which controls this Institute.
Secondly, a body like SSV which has no vested interest but sole aim of fighting for clean and honest science practice in the country.
Looking at the way things are going in the country, I really doubt whether unqualified justice can be achieved in Independent and free India.
