Bhutani, Officiating Director, NIPER, DEPARTMENT OF PHARMACEUTICALSIn the financial year 2010-11 Department of Pharmaceutical released Plan money of Five year plan as per NIPER demand Rs. 10,58,00,000 ( Rs. 8,03,00,000 + Rs. 2,55,00,000) as per the annexure attached. Few of officiating Director's courtier projects (e.g. Chiral drugs/ Bio Chemo enzymatic Transformation, Impurity Profiling facility, National Bioavailability Center, Pharmaceutical management etc ) got Rs. 0.00. As per mid term review committee consisting members; all from out side NIPER, equivocally said no work was done in those projects in last three years of the 11th plan. Thus no money should be allocated. Report send to Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers and ministry allocated money as recommended. Officiating director distributed money less then what is released. Actual money released from ministry for planned schemes and actual disbursement has a huge difference and these are as follows, moreover the actual expenditure from compass is not also submitted in the 23rd meeting of Finance Committee held on 25th March 2011. 15522012-03-01 11:20:37Saranjit Singh , Professor NIPER, DEPARTMENT OF PHARMACEUTICALSIndulged in unauthorized Brokerage/ Commission Sale while holding these positions in the year 2009-10. Utilizing 11th five year plan money, he procured chemicals (two impurity standards) from a local manufacturer, M/S Ind Swift Labs, Panchkula for Rs. 7.5 lacs ( Rs. seven lacs fifty thousand) and sold the same to the United States Pharmacopeia for Rs. 20.8 lacs (Rs. twenty lacs eighty thousand), thus carrying a profit of 13.5 lacs on the sale. He has submitted a claim under the disguise of consultancy services of NIPER a share of the profit under advisory as well as research consultancy. Financial and management lapses at NIPER, Mohali



1912. DR. JANARDHAN WAGHMARE: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) whether serious allegations of corruption has been made on the website Blog "Biped against Corruption" on the financial and management lapses at National Institute of Pharmaceutical Education and Research (NIPER), Mohali;

Answer is yes. Since 19th Feb 2011 the blog is publishing about corruption in utilization of 11th five year plan money, nepotism in recruitment at all level, fictitious PHD admission, false degree award and mal administration at NIPER. Documentary proofs obtained through RTI are also uploaded in the blog.

(b) whether Government or the Board of Governors of NIPER has examined the allegations made;

Till date more then 14 formal complains written by three faculty members were send to Board of Governors (BOG) through Chairman BOG. Documentary proof is also submitted to Chairman on 14th Oct 2011, in his office at ICMR headquarter. However, no action taken till date.
On the contrary in absence of BOG based on anonymous complain and joint secretary Pharma’s instruction an inquiry is set up against the whistle blower (one of the three). Latter on in presence o BOG the same procedure is repeated. Based on fabricated documents presented in BOG by officiating directors another inquiry and a fact finding committee is set up, to mum the remaining two whistle blowers.

Apart from BOG complains are also lodged in the following agencies/personals

2. CVO, Department of Pharmaceuticals, 3. Central Vigilance commission (CVC) 4. Central Bureau of Investigation (CBI) 5. Comptroller and Auditor General of India (CAG) 6. Secretary, Department of Pharmaceuticals 7. MoS, Ministry of Chemicals and Fertilizers (C&F) 8. Cabinet Minister, C&F 9. Chairman, Parliamentary Standing Committee for C&F 10. Chairman, Parliamentary Committee of Petitions. 11. Visitor of NIPER, The Hon’ble President of India

In response to an RTI query Department of Pharmaceuticals said that no inquiry/investigation against officiating Director is done till date.

(c) if so, the details thereof and if not, the reasons therefor; and (d) the reaction of Government thereto?

Clearly defined in the NIPER statutes Clause 3.1.2 Functions and Powers published in The Gazette of India Nov 8 2003 Part II Sec 3(i) page 2433-2434
In short to manage regulate all finance, accounts, investments and properties of NIPER, entertain, adjudicate and redress grievances of all employees

(b) whether Government is aware that proposal of  Rs1400 crores have been submitted to the Planning Commission for the Twelfth Five Year Plan by NIPER;

Probably yes

(c) whether proposal has been examined by the Board of Government of NIPER;

Answer of the question is no. 12th five year plan is made by one of the courtier of officiating Director who’s appointment as professor is made illegally by officiating Director and not approved by BOG. 12th five year plan is not discussed in BOG meeting held in Aug,2011 or Jan 2012 

(d) if so, the details of such examinations; and (e) if not, the reaction of Government thereto?

Important issues related to Joint NIPER PhD entrance examination (Fifth request to look into the matter)




With respect to my mail dated13th July2001, 11th July 2011, my hard copies requests registrar/Chairman EEC on date 01/07.2011, written letter to you by hand on date 04/07/2011 in your office and through reception on date 06/07/2011, I want to have your urgent attention on the matter as given below which is related to 600 (Approx) students who appeared in NIPER PhD entrance examination 2011.

I want to bring some facts which are very relevant to my request as given below:

1.       This entrance PhD ENTRANCE EXAMINATION is for all NIPER which are mentioned in NIPER act which is having national importance by an act of parliament.
2.       This examination is conducted in a well established procedure given in PhD entrance examination brochure-2011.
3.       There are close to 600 students who appeared in the examination after paying 1000/- in the hope that they will get admission in PhD COURSE through this exam.
4.       This is the fact from information brochure that any sponsored candidate (Clause # 4 at page 6 of information brochure) by any organization should have minimum 2 year of experience in the respective organization.
5.       All eligibility criteria for admission is given at page 3 & 4 (Clause # 1) which is also corroborated by NIPERordinance.
6.       Candidates only three times of displayed seat are called for interview where there is no mention of such candidates who are reserved in the process.
7.       These reserved candidates if selected in open merit will leave their seats which may be bad for other NIPERS.  
8.       First advertisement for PhD ENTRANCE EXAMINATION came on 18th April 2011.

With all established procedure and clause, NIPER S.A.S Nagar has fixed the NIPER PhD SEATS for their students (working in the projects) who do not have their category as sponsored candidate as they do not have experience of two years as per clause # 4 at page 6 of information brochure. Apart from this, I can say about the department of Pharmaceutics where NIPER has mentioned one seat and fixed/reserved three seat so that they hire their desired candidate ignoring the rules and regulation of their own examination as given below:

1.     XXXXXXXXXXXXX (Reg # 1000456; Joined in DST project on 10/05/2011 which is sanctioned for 2006-2011, No extension/ sanction for further duration, Kindly see the RTI detail as attached)  
2.     XXXXXXXXXXXXXX (Reg # 1000214; Joined in DST project on 04/04/2011 which is sanctioned for 2006-2011, No extension/ sanction for further duration, Kindly see the RTI detail as attached)
3.     XXXXXXXXXXXXX (Reg # 1000270; Joined in ICMR project in pharmaceutics recently; being M. Pham (Pharmacology) does not have eligibility qualification in Pharmaceutics, but have the qualification in department of Pharmacology & Toxicology)

These are some examples and are well discussed entrance committee meeting, however Chairman, EEC denied to listen to the member in the committee mentioning that it is approved by director.

If anything is not supported by rule/law, it has no value. In the same entrance examination, no one can reserve the seat by name of the candidate as is done here. We have still chance to correct the same. Considering this, committee member submitted the same written request to Registrar and chairman ECC. After at least 5 request, no reply was given to the EEC member.

I have put my full effort to solve this issue in EEC and also with JCC chairman but no action was taken and interviews are on 25th and 26th July 2011 (This can be seen from trail of emails as given below). Since this issue is of important nature and related to students (Kindly see the e. mail given in last and circulated to many people including CBI), I am submitted my request further to Chairman, JCC (With a CC to all JCC members and all BoG members for information only) to take appropriate action in this regards so that NIPER reputation should not come at the stake in public.

Inbreeding making NIPER Sick? Scam (NIPER PhD entrance 2011)

Dear Sir,

I hope my mail will find you in a good health. In the result of PhD
entrance 2011 Of NIPER,  I have found that out of 21 candidates
(Pharmaceutics) 17-18 are from NIPER SAS Nagar itself

 from the result It seems that

1. All the candidates qualified (Pharmaceutics) are from one center ie
Chandigarh
2. No candidate (Pharmaceutics) from other centers (Delhi, Mumbai, Hyderabad)
3. All the candidates appeared in Exam (Pharmaceutics) from NIPER have
qualified for Interview.
4. All candidates selected are in the serial of appearing candidates
list.(first 21 candidates of Pharmaceutical Sciences)
5. There is no information regarding the number of sponsor seats (What
% of seats are for sponsored candidates)
6. There is no information regarding the reserved seats for NIPER candidates

Possibilities of this

1. Either the Examinations Question paper is known to NIPER students
2. Mass cheating at the examination center.
3. Favor by the exam department to NIPER students

NIPER is National Institute, Pioneer for Pharma people. Is this type
of things we have to expect
