11th five year plan (2007-2012) fund MISAPPROPRIATION @NIPER, Mohali

Inspection of the EFC document of DOP, mid term review report and table in deans mail uncover that; the projects from where money is siphoned off or diverted those are care fully avoided/omitted for presentation


Rs. FIVE CRORES AND SIXTY LACS Sanctioned by Planning Commission GOI for three well defined 11th Five year plan projects vanished after reaching NIPER Mohali. 


PI (who conceptualized) of those projects has no idea about the money received. 


What happened to the money? "Albert Pinto Ko Gussa Esi Liay Aata Hai".

Information for the year 2010-2011

1.     Scheme Number:  [ N – 14 ] Research and Development specialization in Management

2.     Proposed work under the Scheme:  for the period of 1.04.2010 to 31.03.2011:
i)               Induction of Faculty  and
ii)              Development of Course content and teaching material

3.     Expected deliverables:
i)               Initiation of Research and Development specialization in Management
ii)              Induction of two new Faculty
iii)            Development of Course content and teaching material
iv)             Training of students in new specialization (60)

4.     Budget: Total Requirement : 13.2 + 5+ 5 + 6= 29.2 lakhs
      
        i) Total fund allocated for the Scheme: 1.6 Crore
        ii) Money spent so far on the Scheme (2007-2010): Not Known
        iii)     Fund to be spent during the financial year, 2010 - 11:
a)       Salary of  Minimum two Faculty Positions as per norms
( apprx. Rs. 55000/- pm , total budget Rs. 13.20 lakhs.)
b)       Misc. Expences : Travel course material/ books/journals etc. – 5 lakh.
c)       Furnishing of reading of reading rooms – 6 lakhs

5.     Equipments to be purchased: Furnishing of two Faculty rooms – Rs.  5 lakh each (Furniture/table/chairs/cabinets/A/C, Computers etc.

6.     Man power requirement : Two Faculty positions

2.     Prayer for setting up inquiry committee and appropriate action in the matter

Ref: Misappropriation of 11th Five Year Plan money allotted to NIPER, Mohali, pertaining to project on Intellectual Property Rights (Scheme N17), Project Outlay Rs.2.25 crores and project on new specialization in R&D Management (Scheme N14), Project Outlay Rs.1.60 crores.

Dear Sir,
As a responsible citizen, concerned tax-payer and keeping in view larger national interests, I am hereby making a formal complaint to you against Prof. K.K.Bhutani, Present Officiating Director, NIPER and Prof. P.Ramarao, Ex-Director, NIPER (2005-2010) regarding misappropriation and large scale diversion of 11th Five Year Plan funds and submitting prayer for setting up an independent inquiry committee.

I further pray for appropriate directions to Prof. K.K.Bhutani, Officiating Director against victimizing or initiating any disciplinary action against me under the conduct rules. To best of my knowledge, there is nothing in the conduct rules which prevents a citizen from acting in larger national interest. I pray for temporary relieving of Prof.Bhutani from the Officiating Director’s post,  so that a fair, impartial inquiry can be conducted without any undue influence or fear of victimization and faculty can come forward and speak freely.
All necessary supporting documents, evidence and relevant information will be duly provided to the appropriate body when required.

No such department set up at NIPER  till date.  All objectives of a project  funded in national interest, failed.
·       2006-07: Project was proposed and developed by Dr.Parikshit Bansal, I/C Intellectual Property Rights Cell, Department of Pharmaceutical Technology, NIPER in 2006. In 2007, Dr.Bansal presented and defended project  before planning commission members at New Delhi and also submitted replies to subsequent queries by members.
·       2007-09: Project got approved in 2007.  Prof.Ramarao, then Director, NIPER concealed approval/receipt of funds from Dr.Parikshit Bansal. Rs.1.25 crores was received by NIPER over period of 3 years, without informing PI and without any progress relating to objectives of project, taking place.
·       2009: Dr.Bansal on coming to know of concealment of his project by Director, P.Rama Rao lodged complaint against him with CVC in Dec.2009. No action took place, as CVO, Mr.Arun Jha, IAS was the same person who was also involved in release of funds from the Ministry of Chemicals and Fertilizers to NIPER.
·       2010-11: Prof.Bhutani took over. Again diverted funds from this project. Dr.P.Bansal lodged formal complaint with Chairman, BOG Dr.V.M.Katoch against Prof.Bhutani and Prof.Rao vide letter dated 18-7-2011 regarding large scale misappropriation of 11th Five Year Plan funds to tune of several crores (Ann.-1) .
·       2011-12: Action from Chairman, BOG against Directors still awaited but meanwhile Dr.Bansal served memo and fact finding committee set up against him at instance of Prof.Bhutani. His application for better career prospects at NIF, Ahmedabad also damaged by Prof.Bhutani.
Major chunk of funds diverted for purchase of a single software, Sci-finder, at an annual recurring expense of about Rs.27 lacs every year, though same was neither proposed nor approved under the project. How the balance money was used is not known.

     2.
Establishment of Business Development Group at NIPER, Mohali

1.75 crores
No such group set up at NIPER, Mohali till date.  All objectives of a project  funded in national interest, failed.
·       As per note no. NIPER/DIR/OO/MTA/2011/493 dated Jan.17, 2011 from Prof. K.K.Bhutani, Officiating Director, NIPER to Dr.Parikshit Bansal , Dr.P.Bansal was informed FOR THE FIRST TIME that responsibility of this scheme is with him alongwith others scientists and faculty of management.  It carried the comments “ Information on current activities is not available.”
How  much money was released/ utilized is not known.

      3.
New Specialization in Pharmaceutical Management- R&D Management

No such specialization introduced in MBA Department till date.  All objectives of a project  funded in national interest, failed.
·       Main person who proposed the project i.e. Dr.Anand Sharma, In-Charge, Department of Pharmaceutical Management was not informed of the approval of the project at all.
·       Some new courses related to R&D management were started in the Department in 2010, using existing department facilities and manpower for which additional money was neither needed nor paid out of any scheme .
·       No money released to the Department under this project and Dr.Anand Sharma  not aware at all of this scheme.
“ In an email to Dean, Prof.  U.C.Banerjee,  dated June 23, 2010 Dr. Anand Sharma wrote:
·       Total Fund Allotted for the Scheme- Rs.1.6 crore
·       Money spent so far on the scheme- Not known”
How  much money was released/ utilized under the scheme and where it has gone is not known.
