NIPER administration fooling Rajya Sabha, undermining superiority of Parliament!



On March 30 2012 DR. JANARDHAN WAGHMARE asked Minister of CHEMICALS AND FERTILIZERS whether serious allegations of corruption has been made on the website Blog “Biped against Corruption” on the financial and management lapses at National Institute of Pharmaceutical Education and Research (NIPER), Mohali and what action Govt. taken about it

Minister of CHEMICALS AND FERTILIZERS replied As such, the report from the BoG is being sought.

However NIPER administration Chairman, Board of Governors and Babus of department of Pharmaceuticals undermine the authority of Rajya Sabha and did not bother to answer. 

On April 27 2012 DR. JANARDHAN WAGHMARE again asked Minister of CHEMICALS AND FERTILIZERS  whether Government has received the report from the Board of Governors (BoG); if so, the details thereof and the action taken by Government in each case

Minister of CHEMICALS AND FERTILIZERS replied The report is awaited from BoG.


NIPER administration Chairman, Board of Governors and Babus of department of Pharmaceuticals  did not bother to answer. 

Purebred by the issue, four members of BOG called requisitioned meeting under the clause 3.1.3 (b) on 28th May, citing the Rajya Sabha question No 1912 and mentioning breakdown of system and procedure at NIPER Mohali

As per statutes of NIPER the requisitioned meeting should suppose to be called withen 15 days of requisition,   The chairman BOG convene the meeting on 21st July flaunting the rule. 


25 plus specific questions of BOG members related to Financial and Administrative lapses of officiating director K. K. Bhutani were submitted to the Chairman BOG well in advance.

However insted of answering the question  officiating director K. K. Bhutani submitted six pages of emotional fib. The only defence he could put up "three tented faculty members defaming NIPER globallyI categorically state that there is no "breakdown of systems and procedures" .

JS pharma, who is also CVO in Department of Pharmaceuticals vehemently supported officiating Director telling the blog is considered anonymous and the owner is google. Anonymous complains cannot be discussed in BOG.


DR. JANARDHAN WAGHMARE again asked Minister of CHEMICALS AND FERTILIZERS whether Government has received any report from Board of Governors, National Institute of Pharmaceutical Education and Research (NIPER), Mohali, on allegations of financial and management lapses at the institute; and if so, the action taken by Government on the basis of this report?

Answer is supposed to be tabled on Friday, August 17, 2012

Now the question is Why Chairman BOG and DOP babus fooling Rajya Sabha?

(a) to (d). In terms of the provisions of the National Institute of Pharmaceutical Education and Research (NIPER) Act, 1998, the Board of Governors (BoG) shall be responsible for the general superintendence, direction and control of the affairs of the Institute and shall exercise all the powers not otherwise provided for by the Act, the Statutes and the Ordinances, and shall have the power to review the acts of the Senate. As such, the report from the BoG is being sought.

Report of BoG on lapses of NIPER, Mohali

(a) whether Government has received the report from the Board of Governors (BoG);
(b) if so, the details thereof and the action taken by Government in each case;
(c) if not, the reasons therefor and the steps taken by Government to make the BoG responsible as per National Institute of Pharmaceuticals Education & Research (NIPER) Act, 1998;
(d) whether Government has made Mid Term Financial and Accountability review on each planned and non-planned funds released under Eleventh Five Year Plan;
(e) if so, the details thereof; and (f) if not, the reasons therefor?

(d)            to (f) Planning Commission has since been requested to commission a comprehensive evaluation of performance of National Institute of Pharmaceutical Education and Research (NIPER) by an expert organization.
