Job of ad-hoc professors at NIPER in jeopardy

The Job of two professors recruited in NIPER Mohali without approved post and proper advertisement are in jeopardy. 

"Regularization of  faculty appointed on ad-hoc basis will be illegal if faculty recruited does not go through a regular process of selection as per NIPER statutes and Govt. of India laws and rules, which are binding in matter of all recruitments in all govt. institutions including NIPER. I am eligible to compete for the post of Professor (Pharmaceutics) as per NIPER statute clause 4.1.3 ". A concerned deprived faculty made complain in this regard to the board of Governors (BOG), NIPER. Thus attempt to regularization of Dr. Jyoti Paliwal as Professor (Pharmaceutics) by officiating Director in the recent BOG meeting  failed.  

The same faculty again asked about present status of Dr. Paliwal citing NIPER statutes clause for student research committee formation through email to Officiating director. It is pertinent to mention that the one year ad-hoc appointment of Dr. Paliwal ended in May 2012.

In a similar case, recrutement of three in one professor Dr. Naresh Kumar as Professor in Pharmaceutical Management (NIPER Registrar Office Order no. F.1-3(293)/2011/Estt./1343 dated 19-10-2011), professor in Business Development group (SIGNED final minutes of 13th APDC meeting held at NIPER on 19-11-2011, as agenda item no. 13.6) and as a Professor in IPR Department (RTI response given vide NIPER Letter no. F 235/RTI 43/2012/1030 dated 4-5-2012) is also made without any advertisement and selection committee as per NIPER rule. 

The appointment is not approved by Board. Joint Secretary Pharma, as a member of the board called for all relevant files related to recruitment of Dr. Naresh Kumer which is yet to be place on record in front of the Board.  As per the office order F.1-3(293)/2011/Esst./1343 dated 19-10-2011 release of salary to him on provisional basis. It is remain to be seen what happened to salary paid to him, if the appointment is not approved by Board.

Corruption cases at NIPER is not only known to people of campus Mohali or other six NIPER in the country, it is also being discussed in the Rajya Sabha and Lok Sabha, probably going to be discussed in the BOG soon

Questionable expenditurte of 11th Five-year Plan money at NIPER


1. Huge sums of money from 11th five-year plan projects are diverted. Following projects not started till date (at the end of 11th five year plan).
a. Intellectual Property Rights (Scheme N17), Project Outlay Rs.2.25 crores,
b. New specialization in R&D Management (Scheme N14), project Outlay Rs.1.60 crores,
c. Clinical Research Training (Scheme N16), project Outlay Rs.3.00 crores,
d. Research in Pharm Vigilance & Pharmaco economies (Scheme N15), Project outlay approx Rs.2.50 crores.
2. Diversions of 11th five year plan money to construction projects. Money received for Drugs for most neglected diseases (Scheme N18) was diverted to swimming pool.
3.  Parasitology Laboratory (Scheme C05) and Herbal Preservation  Setup (scheme N12) has not started at the end of five year plan period.
4.  1500 seated Auditorium  (Scheme N05) is not build but the money is kept in bank as FD.
5. International level laboratory is built (Scheme C03) and rented e.g. renting laboratory to Systems Biology Worldwide in nominal rent (cost of lab is 1 crore and rented 20 lacs per annum out of which 10 lacs taken as advisory consultancy).
6. Building like, Swimming pool (Scheme N02), Community center (Scheme N04), Extension of Bio-availability center  (Scheme N06) etc. was done by putting huge expenditure in construction but never used causing lose of money to exchequer.
7. Cost escalation is a routine feature. Technology development Center (formulation) from 60 lakhs to 11 crore. (Originally it was proposed to be a Schedule H compliance demo plant. Now it is being built to rent to again a specific company.)
8. In the financial year 2010-11 Department of Pharmaceutical released Plan money of Five year plan as per NIPER demand. Officiating director distributed money less then what is released. Actual money released from ministry for planned schemes and actual disbursement has a huge difference, moreover the actual expenditure from compass is not also submitted to finance committee.
