Niper suspends registrar booked for corruption

Mohali: National Institute of Pharmaceutical Education and Research (Niper) on Thursday suspended its registrar Wg Cdr PJP Singh Waraich (retd), said an official statement.
He was suspended for his alleged involvement in Rs 2.25-crore software scam and was booked by the CBI in February 2016, said the official spokesperson of Niper. CBI had booked the then Niper director KK Bhutani along with Wg Cdr Waraich and seven others for their alleged involvement in diverting Rs 2.25 crore meant for the establishment of an intellectual property rights (IPR) department in the institute.

Others booked under various sections of forgery and cheating of the IPC and the Prevention of Corruption (PC) Act included former director P Ramarao, registrar M Josh, finance and accounts officer Bhupinder Singh, former registrar Hardeep Singh, budget and accounts section officer Rajesh Moza, head of department of pharmaceuticals prof Arvind Bansal and former dean Saranjeet Singh.

As per CBI files, the accused allegedly started purchasing Scifinder software at higher costs instead of establishing the department, causing a loss of crores to the exchequer. The software was manufactured by a US-based company. Niper purchased it from a Pune-based private firm, which was also booked.

Sources said the establishment of the department was approved under the 11th Five Year Plan (2007-2012) for promoting educational and career interests of the students. Niper submitted a proposal to the ministry of chemicals and fertilizers, demanding Rs 2.72 crore. The ministry sanctioned Rs 2.25 crore.

In May 2016, a PhD student of Niper sent a letter to Prime Minister Narendra Modi against the registrar-cum-chief vigilance officer. In his letter, he demanded that Waraich, whose tenure was to end on July 3, 2016, should not be allowed to continue on the post further.

Waraich was appointed as the registrar on June 9, 2011, by a selection committee headed by acting director K K Bhutani. He was appointed on a contract for five years and the term was to end on July 3, 2016. After his selection, his appointment was challenged in the Punjab and Haryana high court in November 2012. The petition was quashed and Waraich was allowed to complete his term. His term was later extended.

Honorable Sir

I am a student of NIPER, Kolkata. The National Institute of Pharmaceutical Education & Research is a premier group of institutions in the field of Pharmaceutical sciences in India. The students studying here have to qualify two all India level entrance examinations in order to come here. In short, we are the creamy layer of Pharmaceutical sciences. Our institute was declared as an institute of national importance by Govt. of India through Act of Parliament (NIPER Act 1998 & NIPER Amendment Act 2007). Yet we, the students are not getting the basic facilities, faculties, education or anything in that regard that we deserve. This has led us tto write this letter mentioning all our problems, hoping to get some solutions from the higher authorities.

v Issues:

Ø  Last year we filed a grievance like this to the PMO with all our identities which were supposed to be confidential. But all our respective data were forwarded back to the Director from the PMO, we don’t know how. May be he has got strong political connections. Keeping this in mind and because of the non fulfillment all the addressed points in that grievance

We don’t want Dr.V. Ravichandiran as Director (Dictator)

He does as he wishes without any regards to the needs and problems of the students.

Ø  Legitimate and capable guide for Ph.D scholars as well as MS(Pharm) students:

The major problem is guide. One person, the Director, is guide for 20 Ph.D. students at a time.

Only a single guide is allotted for 8 to 9 M.S students. No MS(Pharm) students have started any work regarding project.

Ø  Faculty specific for each stream with proper qualifications is not available.

Ø  No placement for any branch & absence of working placement cell:

There are seven NIPERs in India and maximum students of each one of those institutes have already been placed in their respective fields except here.

Ø  Mental Harassments of each student with dire consequences:

To bring to your notice, about half of our strength is suffering from migraine not because inheritance but of the harassment we face.

The all India first ranker in the field of Medicinal Chemistry has left from our Institute because of this harassment.

Ø  The Fellowship is not coming on regular basis on time.

Ø  Lack of chemicals, instrumentations and databases for respective branches.

Ø  Hostel issues are not addressed in hostel.

The issues are many more and the solutions from the administration is NONE till now. So I request to address these at the earliest possible. Even it would be better if the concerned authority can come here to have a word with us and see our pathetic condition directly.

I do hereby declare, in my full consciousness, without any external pressure from anyone else that the following points regarding the problems that I am facing at NIPER Kolkata are true to the best of my knowledge. Improving NIPER happiness index by offering good governance and transparency for productivity is on top of the agenda of the five-year manifesto of the institution, said NIPER’s new director Dr Raghuram Rao, here, today. Releasing the manifesto, the director said the five main focus areas of the institution included making it a global campus, harmonisation of NIPER research with national needs, promoting employability through skill enhancement and support to small and medium pharma units. “For the purpose, we would introduce a dual degree programme with international universities, improve creativity and productivity of employees,” said the director, adding that it was his endeavour to make NIPER ‘grievance free’ in the larger welfare of the institute and the country.

Dear All,
We would like to share something which is probably the first of its kind anywhere in the world. In the afternoon of 1st August 2017, we received a letter through email from NIPER Hajipur Administration asking us to vacate the hostel within 24 hrs of the receipt of it (the letter has been attached). Reason: The institute do not have a suitable advisor to guide us after our previous advisor (who was temporary and contractual employee of the institute) resigned in mid-January, 2017.

We have been “assured” that once the appointment of new faculty would be made, we would be called back. Clearly, the order is unconstitutional, but at NIPER Hajipur, hardly anything works as per rule. NOT following NIPER Ordinance on Academic and examination is fashion here. For all NIPERs it is mandatory to follow the ordinance. Questions which are haunting us and for which we want answers are:

1. Why PhD scholars are being harassed for the mistake of the Institute? If there are no suitable guides, how we are responsible for that?
2. We were writing our thesis as all our objectives are done. How we would write our thesis at home and who would be guiding us at home?
3. Why the letter is silent about our stipend during our “forced leave” period.
4. What if NIPER Hajipur could not find any suitable candidate? How long would be our “forced leave”? and finally
5. What if the new faculty (who would also be appointed temporarily for one-year contract) refused to accept us as his student as the letter say “who may be your PhD advisor”? Where would we go then?

We, Venkateshwaran T and Bhavana Panthi, are PhD student of Department of Pharmacoinformatics, enrolled in the year 2013 at NIPER Hajipur. We started our PhD here with complete uncertainty from beginning as this institution does not run as per rules prescribed in the NIPER Ordinance, which every NIPER has to follow. Whatever the Director says, becomes the rule. None dare to ask question and in this way he is ruling the institute.
We dared to question his orders and since then we are being harassed.

We completed all our objectives (conveyed by our previous guide to the Director) and presented entire work to Student Research Committee (SRC; the Committee meant to monitor progress of a research student) on 14th January 2017, which was approved by the committee. On 17th of January 2017, our thesis advisor submitted his resignation and since then the institute hasn’t assigned any advisor having expertise in Pharmacoinformatics. The advisor and joint advisor assigned were not according to the Ordinance and hence illegal. That was the reason we refused to accept and finally it came to the level where we received the attached letter from the Deputy Registrar. Not only the content is bizarre, it also reflects the state of a National Institute and its functioning. The letter also raises a very pertinent question and that is “if there is no suitable expert in the Department of Pharmacoinformatics, how two more new PhD scholar were admitted this year and who would be guiding them”? The reason due to which we have been asked to vacate the hostel must also be applicable to new scholars who would NOT be getting their PhD advisor till the end of August as required by the NIPER Ordinance (the last date of submission of application for the recruitment of new faculties is 31st August 2017).

We have tried to reach the ministry through all possible means of communication but didn't get any positive response (It is worth to mention here that all NIPERs are under the Department of Pharmaceuticals, Ministry of Fertilizer and chemicals, Govt.of India). Therefore, we went to our home. On Aug 10, we got information, a ministry official visited the institute and talked to our students and said that the Forced leave order has been cancelled. However we have not got any official intimation in this regard yet.

We are in the middle of writing our thesis and without the system and specialized software, we would not be able to write anything because our work is totally based on computational drug discovery related areas. At present when we have to just submit our thesis, we are being tortured and harassed by the NIPER Hajipur administration. Past 4 - 5 months it has been very depressing and every other day we are being subjected to humiliation by the NIPER administration and faculties of other departments.

We are losing our hope fast and we are not sure if we would be able to complete our Ph.D. from here (NIPER, Hajipur). We are forced to write this with the hope that we can get some help and support from this group as we have exhausted all other channels of negotiation.

PLEASE HELP TO SAVE US FROM THIS MENTAL HARASSMENT WHICH IS BECOMING UNBEARABLE EVERY PASSING DAY.

Prince Charles, Kalam, Rao booted out of Niper

Chandigarh: Call it a 'new' beginning or wiping out the past, the new director of National Institute of Pharmaceutical Education and Research (Niper), Dr Raghuram Rao Akinnepally, has removed all photos of eminent visitors since 2006.

The list includes Prince Charles, Dr A P J Kalam and eminent scientist C N R Rao among others. On July 27, former officiating Niper director Dr K K Bhutani wrote about the removal of the pictures from the institute to the chairman of the board of governors Dr V M Katoch. The letter mentioned: "PM Modi has dedicated a memorial at Rameshwaram in the memory of Prof Abdul Kalam and we are removing a small memorable and proud moment photograph."

When Dr Akinnepally was asked about this, he said, "We have removed it temporarily to renovate the gallery." Niper registrar Wg Cdr P J P Singh Waraich (retd) said, "The photographs were removed for getting the lounge/lobby cleaned and shall be restored at the earliest."

However, sources said the new director wished to wipe out the history of the institute which completed its 25 years of inception last year. "The photographs were a mark of our 25 years of existence to recall the rich history and legacy of this institute of national importance," wrote Dr Bhutani.

Niper is an autonomous body set up under the aegis of the department of pharmaceuticals, ministry of chemicals and fertilizers. The institute was ranked second in pharmaceutical institutes' category by the National Institutional Ranking Framework 2017.

The letter further mentioned mementos, prizes and honours and artefacts received from other institutes and foreign dignitaries have been removed from an almirah in the institute.

The grievances will go to Asst register; who is under Deputy registrar who is under Registrar signatory of the letter; a person who is quo warranto, many cases pending against him in in HC and CBI).

To issue Writ, order, or direction more particularly in the nature of writ of mandamus, declaring the selection of the Respondent No.8 to 11 for the post of Directors NIPER-Hyderabad in \NIPER-Guwahati, NIPER-Hajipur, and NIPER-Raebareli respectively as arbitrary, illegal and further declare that the selection of Respondent No. 8 to 11 by the selection committee is farce, illegal selected due to favoritism and extraneous consideration and hence infringed the fundamental rights guaranteed to the petitioner under Article 14, 16 and 19(1)(g) of the Constitution of India and further declare that the selection is contrary to the age stipulated as per the policy of NIPER and set aside the selection of Respondent No.8 to 11 and direct the Respondent No.1 and 2 to reconsider the application of the petitioner for appointment as Director of any the Centre of NIPER, in the interest of justice or pass such order or orders as the Honorable Court may deemed fit and proper in the circumstance of the case.
