Registrar post @NIPER is not approved by Ministry of Finance


MINUTES OF THE 37TH MEETING OF BOARD OF GOVERNORS OF NIPER
The 37th meeting of Board of Governors of NIPER was held on 4th October, 2002 at 2.00 p.m. in Conference Room No.118, Anusandhan Bhawan, 2 Rafi Marg, New Delhi under the Chairmanship of Dr R.A.Mashelkar, Director General, CSIR, New Delhi. The list of participants is enclosed. Leave of absence was granted to the members who could not attend the meeting.


AGENDA ITEM NO. 6 APPROVAL FOR APPOINTMENT OF REGISTRAR.

The Director NIPER explained in details the selection process for the post of Registrar. It was pointed out that since the post of Registrar has not yet been approved by the Ministry of Finance, it may not be in order to consider the appointment of Registrar.

However, the Chairman ruled that since Registrar has been appointed at an earlier occasion, this time also the appointment of Registrar can be considered against the vacant post of equal or higher rank.

Dr C.L.Kaul, Director NIPER also brought out that the candidate recommended for appointment i.e. Sh. Subrata Sarkar will be taken on deputation for a period of 2 years only. The BOG considered the proposal and approved the appointment of Sh. Subrata Sarkar as Registrar, NIPER at a basic pay of Rs.16400/- in the pay scale of Rs.16400-450-20900-500-22400/- on deputation for a period of two years.

Caveat: Post is still not approved by Ministry of Finance

MINUTES OF 31ST MEETING OF BOARD OF GOVERNORS OF NIPER HELD ON 24/10/2000 AT 11.30 HOURS UNDER THE CHAIRMANSHIP OF DR R.A.ASHELKAR, DIRECTOR-GENERAL, NEW DELHI.

The 31st meeting of Board of Governors of NIPER was held on 24th October, 2000 at 11.30 hours in the Conference Room of NIPER, S.A.S.Nagar (Mohali) under the Chairmanship of Dr R.A.Mashelkar, Director-General, Council of Scientific & Industrial Research, New Delhi.

Dr R.A.Mashelkar, Chairman, Board of Governors while welcoming all the members to the 31st meeting observed that the attendance for this meeting was rather thin. He felt that there was a need for the participation of members not only from the field of Education, Research but also from industries, as their guidance will be very useful for the Institute. It was also felt that the date for the next meeting may be finalized immediately so that sufficient notice for the meeting can be given to all the members sufficiently in advance.

Sh. N.Sundaram, Secretary of the BOG circulated copies of Govt. of India,Ministry of Chemicals & Fertilizers, Department of Chemicals & Petrochemicals (Finance Division) letter No.23(14)99-Fin. dated 20th October, 2000 which contained comments of the Finance Division on the agenda papers for the 31st meeting of Board of Governors of NIPER. The BOG took note of the same. Thereafter, the agenda items were considered in seriatim and the deliberations on the same are detailed.

AGENDA ITEM NO.3 THE NOMINATION FOR THE SENATE AND VARIOUS COMMITTEE AS PER NIPER ACTS AND STATUS.

This agenda item as presented has been considered in the light of the fact that the draft statutes have already been perused by the Ministry of Chemicals and Fertilizers and returned to the Institute. The Board approved the following nominations:

Senate
Clause (c) of Section 12(b) of NIPER Act.

NIPER cheated it's own scientists

Tanasahi achieved new hight @NIPER
NIPER claimed arrear money from DST in the name of 10 scientist/SRF; did not pay all the people, used the money for some other unknown purpose (pocket?), submitted the utilization certificate indicating that the money is used for the purpose it was given by DST. Few deprived people failed to get their due from NIPER now thinking on going through legal route to retrieve their money.

In response to RTI vide Letter No F.12014/139/2011-RTI dated 28.09.2011 DST Given the following response where it clearly mentioned 

"No, this arrear cannot be utilized for other purpose. DST has not given any document."

"The rule position towards the amount of Rs 25.0 lakh given as arrear is in accordance with the norms of the 6" Pay Commission, towards each of the manpower engaged and their duration in this project as specified from the details of manpower provided by NIPER"


NIPER claimed the money in the name of following personals however denied arrear to some ...............

...................................and submitted the fictitious utilization certificate to DST, causing breach of public trust, and cheating
