Cost overrun for minting money @NIPER

Question to be asked at a sitting of the Rajya Sabha to be held on Friday, March 23, 2012/Chaitra 3, 1934 (Saka) by DR. JANARDHAN WAGHMARE, Hon'ble Member of Parliament, Rajya Sabhva


Cost overrun of various infrastructure projects,


1135. DR. JANARDHAN WAGHMARE: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:


(a) the details of various infrastructure projects that have overrun the planned cost at National Institute of Pharmaceuticals Education and Research (NIPER), Mohali, Punjab till date;


(b) whether any detailed examination has been made for the reasons of such over- runs and the responsibility has been fixed;


(c) if so, the details thereof; and (d) if not, the reasons therefor? 




There are many, No detail examination had been done done and no responsibility fixed. 


Chairman and Committee members made disproportionate  amounts of assates 


Few examples


A. New Technology Development Center (TDC-II).







Initially planed as a formulation demoplant of 60 lakhs build by investing 8 crore. Non functional till date since no money for furniture and equipments are sanctioned.












B. Swimming pool  




A huge Olympic size pool is build under 11th five year plan at NIPER for more then1 crore and the construction is completed all most a year ago. Project investigator of Drugs for most neglected diseases (Scheme N18) under the 11th five year plan (2007-12) says that part of the money received for the project was diverted to fund the escalated construction cost of swimming pool.






C.Electron Microscope
Electron microscope was purchased flaunting GFR 2005 direction and cost over run of 1 crore.  Purchased based on single quotation and purchased at the price of 469 lakhs, which is much higher price then other institute paied for. CAG made a big objection about it and wrote several para, after clarification CAG was not satisfied and para stands see attached documents.




D. Technology Development Center (TDC). 








NIPER worked out monthly expenses for running and maintenance to Rs. 12.60 for the period from 15th july 2008 to 14th July 2009
