After swimming pool was mentioned in unused facilities @NIPER due to no electrical connection; a feeble effort of  cable laying was started, but stopped due to lack of funding. Abandon work and bundle of cables are seen neer another abandon project; approach road of un authorized second bridge construction site.

The irony is warranty of imported filtering system in swimming pool will expire in Feb 2012 (without running for a single hour). Experts doubt that the installed filtering systems will work properly after one year of idle operation.   



NIPER is going through abnormal financial constrains; Funding for consumable of student research projects is vanished, equipments are not being repaired even photocopiers are out of AMC, EEC remuneration is denied list is long......


Students in the new hostel sleeping on the floor, money for purchasing beds were not sanctioned, 150 or so students protested to officiating Director, 

NIPER is moribund GOD save NIPER

Law Prevails!!

There are many "king by chance" (read by uterus lottery) in the face of earth thinks "I am the law"
   & there are many more pauper, in fact many many more pauper thinks "ya he is right"
       & there are few courters, who sold their soul to devil, cry out loud "I agree Sir! I agree Sir!" for trivial personal gain.

But some times there are few good Samaritan who thinks otherwise. One fine morning they shout "King you are naked"

Now it is up to the king whom he believes "the own courtier or the whistle blower" Unfortunately history says there are only and only few kings who accepted the 'whistle blower'.

Most of the time the king is blinded by his own ego without realizing it. That very unrealization excels the king to temple of doom.

But some time KING of the kings make the king realize he is wrong.

To day is one of the day.............

This monologue is not for everybody, but for few people who have knowledge to certain events happened today. Those fortunate (or unfortunate) ones will be able to decipher it correctly.

I feel changing name to 'NIPER LEAKS will be imitation and will loss of soul and spirit,  "The intention of this blog is not to embarrass any one not to tarnish any image". The only intention is to reestablish NIPER in it own glory and have strong and transparent administration so that it became truly an Institute of National Importance as intended during inception.

Few personal small steps and a giant leap for corruption free India.


If we really want a corruption-free India, we need to shift our focus to right things. Recent Ramlila movement has ignited the fire and people have started talking openly about the need of something to be done. There is a strong notion that common man will move forward towards corruption-free India. But, the first steps need to be taken in the right direction. There are some basic things that we, the common man of India, all do in day to day life needs to be rectified if we really want a change. Few changes not a big deal

Self-correction: Change yourself, let's be the change we want to see. Come out from your indifferent self. Discuss at home with all the members including kids. Set out examples, stand out and speak whenever wherever you see malpractice. Don’t bring office stationary home and prevent other to do so.  Practice with small things, this will make you addict to protest against bigger ones. Do not assume that you're out of corrupt society and everyone else except you are responsible to do the cleanup job.

Say no to bribe: stand in the queue, do not try to get ticket paying extra money, buying convenience is one major cause of corruption. If you violate any traffic rule, accept it and pay fine, If you are against corruption, do not bribe the traffic constable whenever he catches you. The traffic constable never asks for the bribe, he always says that you have broken the law and you'll be fined for it. We only ask him to bury the matter on the spot and settle the issue. Let's start eliminating it from the very basic level that will lead to a bigger change.

Cast your Vote:  Vote in every election, exercise your basic and most powerful right in the biggest democracy and eliminate corrupt politician Know the names of all the contestants in your respective constituencies do a background search. Now a day your phone is equipped to do that. Give vote to the right candidate without looking at the party affiliation. If none is good, please exercise your right of not voting (Section 49-O of Indian constitution). It means that, you walk-in to your voting booth and declare you don't want to vote because you don't find any of the candidates eligible enough to be your representative. Your vote will be counted as one vote against all the candidates.

If you are following any news paper/channel now-a-days, you know how efficiently the existing prevention of corruption mechanisms of our country works. Thus every good citizen has to do some extra effort to make India Against Corruption mission successful. After all it is our country, our neighborhood, our organization is suffering from a disease and we should be concerned about it.
Here are the few simple steps.

DEMAND TRANSPARENCY: Access to official information through RTI is legal. Get information for R&D projects, infrastructure projects of your organization and inform the people there. Officials may be asked to explain why the money has not gone where it should have, and can be shamed into changing their behavior in future.

DISSEMINATE INFORMATION: Initiate discussion, within your own organization and with your friends about how existing complaint mechanisms are working (or not), and see whether there is room for any of you to take an initiative to improve them.

FORM AN 'INTEGRITY CIRCLE: If you are working in an organization with a reputation for corruption, form an 'integrity circle' with like-minded colleagues. Each member makes a pact with all the others that he/she will not be involved in corrupt activities and will support each other if anyone has any problems over this refusal.

BE A WHISTLEBLOWER: The most effective thing that individuals can do is to complain when they see corrupt acts occurring. This can be difficult when your superiors are the ones who are misbehaving! But not impossible

DE-WEED THE SYSTEM: When you see opportunities to remove unnecessary blockages in systems that serve no useful purpose but which create opportunities for corruption, write to ministers, MPs, MLAs, newspapers, media drawing attention to the reforms needed.

Why power leads to moral corruption


People in power should have magnanimous and judicious attitude; one can get plenty of examples of such situation when a person of higher intellect occupies position of power. However there are many instances in Indian scenario, where power of any kind leads to moral and ethical corruption.

One can wonder why is so? Why one has to go down the path of misuse and abuse of power leading to corruption when one can easily glorify himself and presume leadership position.

A person’s use of or more precisely abuse of power usually reveals the limitations of that person. Generally limitations reflect the intellectual and moral boundaries of the person. Narrow and prejudiced boundaries often lead to skewed ability to handle power for the common good.

For the person who has power, when dealing with any sector of society of which he disapproves (for example, class of higher intellectuals with limited or no power), he will abuse power during interaction with these sectors. Authoritarian morality produces abuse in the sectors of society, which are considered to be high in moral or ethical or intellectual ability with less power to simply prove his superiority by any means, often by means of illegality.

Why does this abuse occur?

Abuse occurs because the person’s psychological problems undermine his moral principles and corrupt his exercise of power. Power is neutral but the person is not. So power magnifies his intellectually challenged persona. Many intellectually challenged people are also around and can cause unpleasant relationship. However Unpleasant relationships that are manageable when he has no power become unmanageable when eventually he does have power.

The major psychological problem of man in power is that, he has a weak self-image. So power becomes the means to achieve self-validation. The man in power uses his power to augment his weak self-image. Instead of basing power on proven abilities, the person bases power on his vanity. The possession of power has the effect of magnifying the intensity of his vanity. Thus he cannot use power wisely in situations that he finds unpleasant. Which eventually leads to moral corruption.

What is your son thinking?


I was working at office and my collogue steps in smiling….

What’s so funny?

I just give a piece of advice to my friend.

About what?

His son stole a ball pen from his classmate; He was angry, scolded his son for 10 minutes and gave him moral advice about theft.

So what’s funny? I was getting impatient.

He told his son in future do not do this, "If you need any stationary do not steal, Let me know I will get it for you from office."

So your pilfering from office is ethical? Think what is your son thinking about you?

You did the right thing…

I think I did…….. but I wish I could convey the same to my senior collogues; who took office canteen gas cylinder home or gifted office digital camera to his daughter or using office attendant for washing car.

Who prevented you?

I can not afford to be ethical at the cost of my promotion; you know my daughter will be in higher class next year, petrol price is going up ………….

I started smiling. Vertebrate bipeds became extinct. Though specific census is not done in this regard I am positive it is less then 1400 now. 99% people of the any Indian community are good people but they succumb to 1% criminals because of the invertebrate behaviors acquired over generations of slavery.

Why CVC failed..... and we need an independent Lokpal


Central Vigilance Commission (CVC) is created to put a end to corrupt babudom; but the way it is structured, it actually enhanced corruption by babus. 

CVC has minimal infrastructure and manpower. To work on corruption CVC designated a Central Vigilance Officer (CVO) in every government department to inquire and take action on corruption complains. When the complain received by CVC, CVC simply forwards the complain to CVO and depends on the moral and ethics of CVO for proper disposing off the complain in a time bound manner. If CVO is corrupt then the complain ends up in cold storage.

I have first hand experience how corruption is inculcated.

I work in a centrally funded institute of National importance named National Institute of Pharmaceutical Education and Research (NIPER) under Department of Pharmaceuticals (DoP) within Ministry of Chemical and Fertilizers (C&F).  NIPER runs solely on GOI funding and receives funding from five-year plan of GOI. In 11th five-year plan NIPER received huge sums of money from GOI to create state of the art infrastructure for teaching and research on drug discovery and development. However like any other reputed institutes of the country the money is not put in the use of better good. With a nexus build with finding ministry and Director NIPER money was siphoned off for personal gains. (I will publish a series of blog posts in this regard. )

Regarding siphoned off of 11th five year plan money complain was lodged to CVC, as usual CVC forwarded it to CVO DoP and CVO did nothing. In fact the same CVO was disbursing officer of NIPER Grant.

In response to a RTI quarry CVO replied we have not received any such letter from CVC. When the same RTI send to CVC CVC provided copies of letter and reminder send to CVO of DoP. In another RTI to DoP DoP said report was send to CVC, and three pages of the report was missing from CVC report.
Thus it became a corrupt cycle of babudom.

Now you see why CVC is useless to prevent corruption? They ask the same corrupt guy to inquiry the matter of corruption. What is the answer then................. may be independent Lokpal.

Biped without vertebra



Bipeds are most advanced biological creatures evolved with brain and neurons for higher level of thinking (some times very low level of thinking are also done by the same organ). The advanced neurological organ is protected in skull and the very important encasing called vertebra, which enables biped to stand erect and face another biped into the eyes and talk.

The origin of truth lies in the eye contact, it is difficult to lie looking at eyes (give it a try ;-))

Most surprisingly the evolution took a reverse direction in Indian subcontinent. It probably happened in last 1000 years or so and can be explained by Lamarckian Use and disuse theory (Individuals lose characteristics they do not require or do not use). Thus over the extended years of practice Indians lost vertebrate characteristics; stand erects, look into the eyes and tell the truth.

99% people of the any Indian community are good people but they succumb to 1% criminals because of the invertebrate behaviors acquired over generations of slavery, under various Mogal and British rulers before independence and political hooligans after independence.

In last 50 years we have created successfully various subspecies of pseudo invertebrate, starting with ‘I Agree Sir’ and whole babudom followed. Aam Janta succumbed to all kinds bribery and corruption.


Vertebrate bipeds became extinct though specific census is not done in this regard I personally believe it is less then 1400 now and few of them seen roameing around Ramlila  last month.
