Pharmaceutical Nanotechnology at NIPER; a fiasco?

Is Pharmaceutical Nanotechnology at NIPER fail to fulfill entrustment? A reporte published in on April 26 2012 said so,

the report says

"The NIPER, Mohali had been entrusted to the task of framing guidelines on the nano-based drugs, as it had a dedicated Centre for Pharmaceutical Nanotechnology.
................. NIPER could not go beyond a couple of workshops and compiling the inputs so far.

Department of Pharmaceuticals (DoP) now wants a National Pharmaceutical Nanotechnology Centre, to be set up preferably at the NIPER-Kolkota. A proposal worth Rs.50 crore has already been forwarded to the Planning Commission for approval in this regard.

Department of Pharmaceuticals, Ministry of C&F, GOI looking at other NIPERs for importent task,  beyond blue-eyed boy at Mohali.(!!!)

DoP plans to revive efforts to frame regulations on nano-drugs with a new centre at Kolkata NIPER
