Financial Lapses in NIPER

4206.            SHRI J.M. AARON RASHID:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) whether the Comptroller and Auditor General has communicated the financial lapses that occurred in the National Institute of Pharmaceuticals Education & Research (NIPER), Mohali, Punjab to the Government;
(b) if so, the details of the examination and action taken thereon;
(c) whether the Comptroller and Auditor General has observed that NIPER, Mohali, Punjab lacks proper Internal Control Audit System;
(d) if so, whether the Government has asked CAG to conduct a detailed audit on NIPER; and
(e) if so, the details thereof, and if not, the reasons thereof?

This is to inform you that as a responsible citizen, concerned tax-payer and keeping in view larger national interests, I had made formal complaint to AG Punjab and CAG, New Delhi against Prof. K.K.Bhutani, Present Officiating Director, Former Dean Prof. Saranjit Singh and former director Prof. P. Ramarao, NIPER regarding following charges and submitting prayer for stringent Audit / review Audit and appropriate action in the matter.
On  28.08.2011 a formal complain is lodged with  Principal Accountant General (audit) Punjab and UT, Kind Attention Murugiah S,  Pr. AG copy of the application is attached with this mail. However after one year and one audit cycle no action is taken on the mis appropriations. Thus I have lodged another complain to Principal Accountant General (audit) New Delhi India on 01.09.2012
