More questions about NIPER malpractices in Lok Sabha


4335. SHRI J.M. AARON RASHID: SHRI AVTAR SINGH BHADANA:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) whether it is true that the Minutes Books of various committees are not open to Public and information provided under Right to Information Act by National Institute of Pharmaceuticals Education & Research (NIPER) Mohali, Punjab;
(b) if so, the details thereof;

(c) whether the Government is aware that in absence of representation of Members of Parliament on the Board of Governors (BOG) of NIPER as per NIPER Act has deprived the balance of examination of issues judicially in the meetings affecting the smooth functioning of the Institution; and
(d) if so, the reaction of the Government thereto and the steps taken by it to maintain the equilibrium of functioning?



Answer 

(a) & (b) Denying information asked under RTI act is routine affare at NIPER, information is denied to both insider and outsider RTI applicants 



(d) & (c) Smt. Paramjit Kaur Gulshan (SAD) was a member of previous BOG and was instrumental in formation of ombudsmen committee for Dr, Animesh Roy and was pressing hard for reinstatement with retrospective effect. She was also very keen on keeping vigil for utilization of public funds at NIPER. Thus names of public representatives not included in the the BOG NIPER Mohali notification.
